Newspapers didn't stick to the agreement- of not to taking advantage of another paper's situation. Instead newspapers found other ways to beat their rivals and increase their circulation regardless. The Unions also saw that if one paper was placing it's member's jobs in jeopardy then publications could be delayed, installing a no-win situation.
